It notes many progressive changes, with more girls educated, the age of marriage and first birth on the rise, as well as more girls taking on decision-making roles at home. However, it finds that this change is uneven and that girls are still constrained in their everyday lives by discriminatory social norms and institutions.

The briefing also proposes a package of policies and interventions to improve the lives of adolescent girls, including further support for education, self-employment, personal development and parent-adolescent interaction.
